Throughout the history of the Indian Subcontinent, this governing system was practiced on and off. It submitted its report in 1958 and the reforms came into effect in 1959. The recommendations of the Balwant Rai Mehta Committee were slightly different from what Mahatma Gandhi had in mind.

In 1992 under the 73rd amendment Panchayati Raj Act was implemented and came into effect on 24 April 1993. It decentralized the power into 3 tier system where Gram Sabha was at the lowest level and was given the most power. The 3-tier system divides power among 6 lakh villages which are divided among more than 6 thousand blocks and more than 700 districts. At the village level, it is called Gram Panchayat and at the block level, it is called Panchayat Samitee and at the district level, it is called Zila Parishad.
