National Panchayati Raj Day 2023 – Panchayat means assembly (“Ayat”) of five people (“Panch”). It is the type of governing system that is found in the tales of Rig-Veda. It was a system that was found in Indian Subcontinent (India, Pakistan, Nepal, Bhutan, Bangladesh, and Sri Lanka). Throughout the history of the Indian Subcontinent, this governing system was practiced on and off. Before Muslim Invasions of the country were started, Local rulers used this governing system to handle small disputes and revenue collection.
The village body had powers to tackle issues at the local level and pass judgments. It also collected tax on the behalf of the king from the villagers. It also worked for the welfare of the community. It was a very effective system of governing system with little chance of exploitation which came under British rule.
The Muslim occupation of India under several regimes like the Gulam Dynasties and the Mughal Dynasty did not have much to say. Under British Rule, they made next to little effort to revive the system and they had no serious intentions of doing so. British Rule wanted control only at the administrative level and wanted to have nothing to do with villages that were and still are the soul of India.
Once they realized that they passed some acts to implement ruling at the village level. These Acts were also with of sole intention of collecting more taxes since it was facing financial problems. That’s how Zamidars came into the picture and they also started exploiting this system only to make them richer.

National Panchayati Raj Day 2023 History
After the independence in 1957, a 3 personal committee was appointed under the leadership of Balwant Rai Mehta to reform the Panchayati Raj Governance. It submitted its report in 1958 and the reforms came into effect in 1959. The recommendations of the Balwant Rai Mehta Committee were slightly different from what Mahatma Gandhi had in mind.
In 1992 under the 73rd amendment Panchayati Raj Act was implemented and came into effect on 24 April 1993. It decentralized the power into 3 tier system where Gram Sabha was at the lowest level and was given the most power. The 3-tier system divides power among 6 lakh villages which are divided among more than 6 thousand blocks and more than 700 districts. At the village level, it is called Gram Panchayat and at the block level, it is called Panchayat Samitee and at the district level, it is called Zila Parishad.
